Jigawa State has been named Nigeria’s second most improved state in the Phillips Consulting State Performance Index (pSPI) 2026 National Assessment Report. This shows the state is becoming known for good governance, careful money management, and effective public service delivery.
The report also ranks Jigawa as the best-performing state in the North-West region on its 2026 Momentum Index.
The independent assessment looked at all 36 states and the Federal Capital Territory across 37 governance and development indicators. It used 70 percent objective data from audited public financial records and other reliable official sources. The remaining 30 percent came from surveys asking citizens for their opinions.
This 2026 assessment replaced the usual league table with a Momentum Index that measures how much each state has improved since the last evaluation. Jigawa scored +0.77, placing it second in the country, just behind Enugu.
The report says Jigawa's strong performance comes from its good money management, the lowest debt burden per person in Nigeria, stable agricultural activities despite security issues, and ongoing improvements in governance and public service delivery.
Jigawa ranked second in the country for overall citizen satisfaction, with a score of 3.69 out of 5. This shows that the public has strong confidence in how the state is performing.
People particularly praised the state’s road infrastructure, security, and the honesty of public servants. These areas reflect positive views on government service delivery.
Looking at regional trends, the report noted that the North-West is Nigeria’s second-best-performing geopolitical zone on the Momentum Index. It pointed out that Jigawa’s careful money management and reform efforts helped the zone do well, along with significant contributions from Kano and Sokoto.
Phillips Consulting mentioned that the findings reinforce a key lesson across Nigeria: the states that improve the most are not always those with the highest revenues. Instead, it is the states that turn their available resources into real improvements through good governance and financial management.
The report also highlights Jigawa as a national example of good financial management. It states that the state has the lowest debt burden per person in Nigeria. This shows how careful management of resources can lead to sustainable development, even when the economy is tough.
The Phillips Consulting State Performance Index is well-known as an independent, evidence-based tool for checking how well state governments are doing. It provides governments, investors, development partners, and civil society with a clear measure of fiscal health, governance quality, service delivery, and development performance across Nigeria's states.
